1.Meeting called to order at 7:00PM. Present were Paul Savchick, Rick Young, Dick Brisbois, Judy Fowler, Marnie Cobbs, and Dick Fortin.
2.ADMINISTRATION Minutes of 11/9, 2009 unanimously accepted.
3.TREASURER’S REPORT
Eaton Conservation Fund $ 287.42

It was unanimously voted to authorize treasurer Dick Brisbois to temporarily transfer up to $1000 from the Forest management Fund to the Eaton Conservaton Fund if it fell below the minimum balance so as to avoid a service charge.
4.FOSS MOUNTAIN A. On 11/24 Bill Lord, berry specialist (formerly of UNH) met with Rick, Judy and Ryan Burnell (organic blueberry grower on Foss) to evaluate the Foss Mt. blueberry fields. Bill Lord identified the grass growing in the fields as "little blue stem grass," a very hardy invasive grass (used for prairie restoration.) It is not controlled by fire or sulpher and he felt valpar (chemical previously used by Cherryfield Foods) had probably kept it somewhat in check in the past. This grass is very evident in the main fields but much less so in Brooks Pasture.
Mr. Lord did suggest Ryan might apply for SARE funding (federal agriculture research) to research organic control methods.
B. Rick and Ryan walked Ryan’s growing area and agreed on credit to Ryan for mowing of four acres ($1200.)
5.LAND PROTECTION The Upper Saco Valley Land Trust (USVLT) is negotiating a purchase with a landowner on Foss Mt. with a possible closing date in the next couple of months. Funding will be from a variety of sources. The ECC will be recommending at Town meeting that funds from the Land Acquisition Capital Reserve Fund, voted in by townspeople 3/2002 for this very purpose, be used towards this purchase. There will be no new taxes requested. Marnie will write up an explanation for townspeople to be placed at the Store.
6.FOREST MANAGEMENT A. Paul reported that a culvert will be

installed between the Willis Bean bridges as the rip rap placed there washed out. At the Peddlar’s End timbering site, although two water bars were added on the landing, no boulders were placed to further close it so the closing still is inadequate.
B. Paul shared a response from Dan Stepanauskas to Paul’s letter re: ECC expectations (11/09.) ECC members felt we will need to follow through from beginning (permits) to end (the sale itself) on future timber cuts to facilitate communication/understanding between Dan and the ECC.
7.PROPRERTY ACROSS FROM EATON STORE Dick Brisbois reported that the eroding area has been graded, 50 tons of stone spread and grass seeded in.
8. Rick reported that the selectmen have decided to withdraw their permit application for new beach sand due to the excessive cost and the difficulty in having the request honored by DES.
