1.Meeting called to order at 7:00 PM by Paul Savchick. Present were Paul Savchick, Rick Young, Dick Brisbois, Judy Fowler, Dick Fortin, Tom Head and Marnie Cobbs.
2.ADMINISTRATION There were two amendments to the 7/13/09 minutes. In the Treasurer’s report the deposit was $1090 (not $10,009), and in #5 Foss Mt., line five should read four-wheel drive vehicles (not four-wheelers.) The minutes of 7/13/09 were unanimously accepted as amended.
3.TREASURER’S REPORT Dick Brisbois reported:

Per Michael Wrenn, administrator of the Henney Fund, The ECC’s portion this year (2009) will be $702.50. This is at 3.5% payment rate as opposed to the previous 5% rate.
4.CRYSTAL LAKE A. There was no one available for the loon census on Crystal this year. Dick Fortin wondered if anyone did the census on Purity Lake. There have been no loons nesting on Crystal this summer despite the placement of an artificial nest.
B. Dick Fortin, Dick Brisbois and Judy Fowler reported on the Weed Watcher program presented at the lake on 8/9/09 by Amy Smagula of DES. There are currently no invasive plants in Eaton lakes. She rated hydrilla as the most dangerous (brought in by ducks), then milfoil and fanwort. Weed Watcher kits were given out and one is available at Town Hall. A complete assessment of Eaton lakes by DES was last done in 1994 and another is due but there is currently not enough staff. Eaton "Weed Watchers" will examine Crystal monthly from May to September as follows - Cass Point to boat launch: Nancy Burns; Town beach through the Grove: Dick & Holly Fortin; the Grove to the Inlet: Judy Fowler; Hartmans to Betsy Edge"s beach: Dick Brisbois. Dick Fortin will contact some people for other areas. Paul can put into effect an automatic email to remind Watchers. Reporting to DES will be done only if plants of concern are found.
5.LAND PROTECTION A. The appraisal of the E. McKenzie land on Foss Mt is $320,000 for the whole parcel and $300,000 for the piece minus 4.2 acres. It was unanimously voted to pay Applied Economic Research (appraisers) their fee of $1500 for this work.

B. There was an inquiry from Dexter Harding of the Upper Saco Valley Land
Trust(USVLT) re: use of the Town LURC funds towards part of the above land purchase. Further discussion with USVLT is needed.
6.DREDGE AND FILL Re: NH Fish and Game application for a boat ramp on Purity Lake, there has been no response about the recommended Historical Society evaluation. NHF&G is exempt from following the Shoreland Protection Act.
7.MONTHLY TASK LIST Town land boundary lines should be inventoried. If corner marks are gone, a surveyor will be needed. Paul will look over the lines. This list will be addressed next meeting.
8.FOREST MANAGEMENT Concern was expressed about planned timbering on the Tripp Farm site. This was planned for last year and then not done. Also, there are still concerns about the way the log landing was left near Peddler’s End. Paul will talk with the forester about these concerns.
9.FOSS MOUNTAIN A. There was extensive discussion about the order in which to have the brush cutting done. A probability is to begin by expending $7000 (including this year’s $2000 from NHF&G) this year to brush cut Manson Hill if it can be done in a day or less, and then cut strips on the north side of the trail up Foss to the ridgeline. Marnie will email Ken McKenzie re: any possible boundary line issues.
10.ELECTION OF OFFICERS Officers unanimously voted: Chairman – Paul Savchick; Vice Chairman – Marnie Cobbs; Treasurer – Dick Brisbois; Secretary – Judy Fowler.
11.OTHER BUSINESS It was noted that there has been a leaf fungus in northern blueberry fields, aggravated by this year’s damp weather.
