Eaton Conservation Commission

April 13, 2009

1. Meeting was called to order by Paul Savchick at 7:05 PM. Present were Paul Savchick, Rick Young, Dick Brisbois, Judy Fowler, Marnie Cobbs, Tom Head and Dick Fortin.

2. ADMINISTRATION Marnie amended the 3/9/09 minutes: item # 5 to read that Tom Henderson is the vice president of USVLT and Judy amended the same item to read "Ethel" (not Edith) McKenzie. Minutes of the 3/9/09 meeting were unanimously approved with the amendments.

Paul welcomed Tom Head as a new ECC member.

3. TREASURER’S REPORT Dick Brisbois reported:

Eaton Conservation Fund $ 7,622.92

Forest Management Fund 13,460.17

$21,083.09

4.FOREST MANAGEMENT Although the Garland Co. plowed for the Tripp Farm timbering, it was not done. Dan Stepanauskas will meet with the ECC in May or June. There was discussion of the current very low timber markets.

5. LAND PROTECTION Rick and Marnie met with Tom Henderson of the Upper Saco Valley Land Trust (USVLT) re: Ethel McKenzie’s Foss Mt. land. They discussed the Town supporting the USVLT which could pursue funding. If USVLT were to purchase this land, they could then transfer it to the Town and Town cost would be minimal or nil. The land trust can only pay within 10% of a fee appraisal price. Some questions were whether a survey were required, and what other expenses might be incurred by the Town.

6.MASTER PLAN The ECC members went over their input thus far. Once all ECC input is drafted, drafts will be read by Planning Board members, go to David Maudsley for editing, and back to ECC for finalizing.

5.SCHOLARSHIPS It was unanimously voted to allocate $1200 for Eaton children to attend Tin Mt. Conservation Center camps this summer. Notices will be posted.

6.FOSS MOUNTAIN A. Rick reported that the road erosion problems (previously reported by Robert Koch and now by a neighbor) on Foss Mt. Rd. would be completed this spring by the Town with ECC monies.

B. MANSON HILL Marnie wondered about the effect the brontosaurus mower would have on land at this overlook, and would volunteers cutting brush (as on Foss last fall) work better? Possibly both would be maximally effective - the brontosaurus to take down the major part of the brush and volunteers to clean out what is left.

7.INVASIVE SPECIES WORKSHOP Marnie has arranged for Amy Smagula of DES to present a workshop on invasive plants at the Crystal lake beach on June 11th . Notices to be posted.

8.GREEN MT. CONSERVATION GROUP They have asked whether an ECC member would like to attend their monthly meetings as a liaison. No decision.

9.SHORELAND PROTECTION Dick Fortin reported hearing Jay Aube DES Shoreland Protection Specialist speak about recent changes in the Shoreland Protection law. He will look into having Mr. Aube speak to the ECC and others interested, perhaps from other towns also.

Next meeting will be May 11, 2009 at 7:00 PM.
