BOARD OF SELECTMEN

May 4, 2010

The regular meeting of the Board of Selectmen took place on Tuesday, May 4, 2010 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7 p.m.

The minutes for the meeting of April 27th were accepted as amended.

The Selectmen looked at updated numbers of children for grades 3 through 6 for Albany, Conway and Eaton. Using these numbers and the total cost for the Conway Recreation Program the cost per student was calculated at $695 for Conway with 425 students, $895 for Albany with 23 students and $2,905 for Eaton with 7 students.

Rick Young said the Ad Hoc Recreation Committee had met the night before. A letter was being drafted to be sent to all parents with children in school inviting them to a meeting on June 7th. The mailing will be done from Town Hall. Members of the Committee have already spoken with Freedom, Madison and North Conway about their programs.

Debra Callis met with Selectmen. She said she is thinking about moving the tree house to a new location on her property. The Selectmen said it would have to meet setbacks. There was uncertainty on whether the setbacks could be met and Debra Callis said that she will have to measure them.

Signature item was a letter to the Department of Transportation requesting a waiver from the consultant selection process for choosing an engineer for the Roberts Rd bridge. The Selectmen saw no need to change from Hoyle, Tanner and Associates at this time.

The Selectmen agreed to support the Local Government Center in its opposition to legislation that would limit the reserves they carry for insurance. Emails will be sent to Senator Jeb Bradley and Representative Bob Bridgham urging them to oppose the legislation.

The Emergency Operations Plan Committee will be meeting on May 6th at 10 a.m.

Legislative Bulletin #19 provided an update on the budget discussions.

Deadline for the Hazard Mitigation Grant Program is May 28th. The Selectmen agreed to submit last year’s application since the Town now has a Hazard Mitigation Plan.

The total equalized valuation including utilities as determined by the Department of Revenue Administration is $110,191,942.

The Department of Environmental Services newsletter "Supply Lines" drew attention to the growing concerns over blue green algae.

The contract with Freedom for emergency services protection was signed. The contract fee of $8,600 is unchanged from last year.

Correspondence from the Department of Transportation indicated that the Highway Block Grant may be significantly reduced this year.

The Society for the Protection of New Hampshire Forests has provided a copy of "The New Hampshire Conservation Fund Guidebook". There was some concern that with municipal budgets being tight, contributions to town conservation funds through the land use change tax may be reduced.

May 18, 2010

The regular meeting of the Board of Selectmen took place on Tuesday, May 18, 2010 at the Evans Memorial Building. Present were Rick Young, and Aaron Blake. The meeting was called to order at 7 p.m.

The Board of Selectmen reviewed checks and signed the accounts payable manifest for $124,698.27 for 20 items. The payroll manifest was also signed.

The minutes for the meeting of May 4th were accepted as distributed.

Rick Young said the Recreation Committee was going to hold a public meeting on Monday, June 7th at 7 p.m. to meet with all the parents of all the children in the school system to discuss recreation programs. Jane Gray has supplied information on the students in the school system and a mailing list has been generated for contacting the parents. Because of name changes, some time was spent tracking down some of the addresses. The invitation was approved and will be sent out tomorrow and posted in the Eaton Village Store and at the Town Hall.

Rick Young said the Emergency Management Operations Committee had met on May 6th and assigned areas of responsibilities for specific types of emergency. The next meeting will be on Monday, May 24th at 10:00 a.m.

Jason Call has updated the property files and they are ready for the tax collector for the next tax bill.

Carol Mayhofer signed checks and discussed the school payment.

The Department of Transportation has approved the Town’s request for a waiver from the Consultant Selection Process so that the town can continue to use Hoyle, Tanner and Associates.

SAU 9 has sent through their payment schedule for next year’s school payment. The total is $666,431.

The Department of Transportation has submitted their biennial bridge inspection report. The Town has two red listed bridges, Roberts Rd over Snowbrook ( #78/114) and the first bridge on Potter Rd (#058/130). This is the first time this bridge on Potter Rd has been red listed.

There is a FEMA Floodplain Management Course on May 27th in Portsmouth.

Legislative Bulletin #20 discussed HB 1393 giving regulatory authority over pooled risk management programs to the Secretary of State. It may drive up insurance rates even further. In attempts to reduce the State’s budget deficit the meals and room distribution to municipalities will be reduced by $6.1M. Since it was previously frozen the total cost to municipalities is now $11.1M. The Department of Environmental Services proposed stream crossing rules are still under discussion.

The Local Government Center has responded to the questions about liability issues should the Town initiate its own recreation program. Provided certain procedures are followed, the current policy will cover several of the issues raised.

The Coalition Communities indicated that a study committee was likely to be formed to study the education funding formula but the House had killed an effort to delay the return of donor communities. Eaton is scheduled to become a donor community in 2011.

The budget was reviewed. Only the Highway Department was a cause for concern at this time.
