BOARD OF SELECTMEN

March 2, 2010

The regular meeting of the Board of Selectmen took place on Tuesday, March 2nd, 2010 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7:00 p.m.

The Board of Selectmen reviewed checks and signed the accounts payable manifest for $8,802.57 for 11 items. The payroll manifest was also signed.

The minutes for the meeting of February 23rd were accepted as amended.

Rick Young said a letter of support had been sent to assist the Upper Saco Valley Land Trust in their pursuit of a grant for the purchase of the Foss Mt properties.

A representative from King Pine met with the Selectmen to discuss the Time Trek they will be holding on June 13th. It will be the same as last year. A permit is required and he was seeking the Selectmen’s signature on the application. It centers on Woodland Acres and Purity Spring so it does not impact much of the Town. The Selectmen agreed they had no problem with it and Rick Young signed the application.

The Selectmen agreed to hold their meeting next week (Town Meeting day) at 11 a.m.

The Legislative Bulletin #10 discussed the NHMA’s opposition to extending for four years the property tax exemption on poles and conduits owned by telecommunications companies. There are also a number of spending cap bills pending before the Legislature.

Received from the State was $4,500 for the facilitator (Jane Hubbard) for the Hazard Mitigation Plan. A draft of the plan should be here before the end of the week.

No significant damage was reported from the recent snowstorms.

The Health Officers Association have a new website nhlgc.org/affiliate/nhhoa.

Correspondence from the Army Corps of Engineers indicated they will not be requiring a permit for the beach sand.

The PRIMEX Annual Meeting is on May 12-13th at the Mt Washington Hotel.

The US Census Bureau were seeking help to to boost the mailback participation rates.

The Public Officials Surety Bond has been issued by the Local Government Center. The amount of coverage is $62,000 for the Treasurer and Deputy, $54,000 for the Tax Collector and Deputy, $12,000 for the Town Clerk and Deputy, $10,000 for the Agent and Deputy for Motor Vehicles and $88,000 for the Trustees.

The Ford Company has confirmed the Town’s participation in the Fleet Program.

Correspondence was received from Thomas Ferrini, Mayor fo Portsmouth thanking the Town for the $1,000 contribution to the Coalition Communities.

March 9, 2010

The regular meeting of the Board of Selectmen took place on Tuesday, March 9th, 2010 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 11:00 a.m. It was Town Meeting Day.

The minutes for the meeting of March 2nd were accepted as distributed.

Diane Parker has filed for an abatement based on the fact that she has given a conservation easement to the Upper Saco Valley Land Trust for her property on Conway Lake. It will be sent to the appraiser for review.

The US Census Bureau was soliciting help in trying to get people to return the census forms.

A lawsuit has been filed against the State by nearly 300 communities contesting the State’s reduced share of employer contributions paid to the New Hampshire Retirement System.

The Annual Spring Planning and Zoning Conference is on Saturday, May 8th in Nashua.

Legislative Bulletin #11 dealt with the telecommunications pole tax exemption and energy conservation in new building construction.

Correspondence from FEMA indicated they are updating the Flood Insurance Rate Maps and required some help from the Town in identifying flood prone areas.

Jane Gray filed a driveway permit application for Aaron Gray for property located on Glines Hill (R03-003-00C). Elwyn Thurston has reviewed it and the Selectmen approved it.

The North Country Council newsletter reported on the broadband meeting held in February. UNH is currently mapping broadband availability in New Hampshire.

BOARD OF SELECTMEN

March 16, 2010

The regular meeting of the Board of Selectmen took place on Tuesday, March 16th, 2010 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7 p.m.

The Board of Selectmen reviewed checks and signed the accounts payable manifest for $13,065.35 for 18 items. The payroll manifest was also signed.

The minutes for the meeting of March 9th were accepted as distributed.

Rick Young reported that Bob Bridgham will not be able to serve as Town Auditor due to time constraints. The search for an auditor continues.

Rick Young said he had spoken with John Hartman about the Recreation Committee that was set up at Town Meeting to research alternatives to the Conway Recreation Program. Information on the Conway program and correspondence with the Selectmen in past years on the issue was collated and will be made available to the Committee.

The final payment from the New Hampshire Department of Transportation of $270,082.57 for the Potter Rd bridge was received. The amount appropriated at last year’s Town Meeting for construction was $610,000 and the final cost was $609,782.15.

The Local Government Center is hosting regional dinners for local officials. The nearest one is in Jackson on May 6th.

Time Warner Cable introduced their new navigator guide.

Legislative Bulletin #12 discussed pending legislation including a local option for lowering interest rates, municipal loans for energy improvements and the pole tax exemption.

The Selectmen reviewed the list of write in candidates for Town Auditor and Trustee of the Trust Funds.

The notice on the Planning Board meetings being held over the next few months to discuss the Master Plan was distributed.

BOARD OF SELECTMEN

March 23, 2010

The regular meeting of the Board of Selectmen took place on Tuesday, March 23rd, 2010 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7 p.m.

The minutes for the meeting of March 16th were accepted as distributed.

Rick Young reported on the Recreation Committee meeting held the previous evening. The Committee had been formed at the Annual Meeting and charged to find alternatives to the Conway Recreation Program that were more cost effective for the Eaton taxpayer. The cost of the Conway program is based on the valuation of the Town and not on the number of participants. Thus Albany pays a similar amount for the Conway Recreation Program when the number of children is over three times that in Eaton. The history of the Town’s relationship with Conway on this issue was reviewed. The Committee discussed alternative programs with adjoining towns such as Madison and Freedom. Transportation was acknowledged to be a challenge and liability and the use of the School bus will be researched. Parents will be contacted for input on what activities they would like to see. The next meeting is on March 26th in Town Hall and the minutes of the meetings will be forwarded to Town Hall when available.

Don Philbrick had correspondence from SAU 9 requesting a withdrawal of $8,592 from the

Capital Reserve Fund for Special Education and a $10,000 from the Tuition Expendable Trust Fund. This will be forwarded to Carol Mayhofer.

Jason Call will be coming in this week or next to update the title deeds and review the Weegar property for the land use change tax.

The Local Government Center is issuing a new newsletter on risk management.

The Coalition Communities said the Senate is considering SB465 which would provide a one year extension of the education funding collar i.e delay the reappearance of donor towns for another year.

A ‘Technology in Transportation’ conference, sponsored by the New Hampshire Department of Transportation will be held on April 13th in Concord.

Legislative Bulletin # 13 discussed the current efforts being made to address the State’s looming budget deficit of at least $140 million by June 30, 2011. The 2009 Annual Report for the Local Government Center was also received.

Brian Hebert filed a building permit application for a storage shed for property located on Rte 153 (R02-005-00C). It was reviewed, approved and signed by the Board of Selectmen (Building permit #2916). The fee of $6 was paid by check.

The "Report of Appropriations Actually Voted" (MS-22) at the School Meeting was received from SAU 9. The total vote appropriations was $666,571 for the year 2010-2011

The Tamworth Planning Board is holding a Public Hearing on an application for a new cell tower on March 24th.

The Department of Environmental Services has issued a permit for septic construction for David Norton for property on Brownfield Rd (R11-032-00B).

March 30, 2010

The regular meeting of the Board of Selectmen took place on Tuesday, March 30th, 2010 at the Evans Memorial Building. Present were Don Philbrick and Aaron Blake. The meeting was called to order at 7 p.m.

The Board of Selectmen reviewed checks and signed the accounts payable manifest for $8,875.52 for 12 items. The payroll manifest was also signed.

David Norton filed an application for a new house and garage for property on Brownfield Rd (R11-032-00B). It was reviewed, approved and signed by the Board of Selectmen (Building permit #2917) . The fee of $181.40 was paid by check.

The minutes for the meeting of March 23rd were accepted as distributed.

Minutes from the Recreation Committee meeting of March 22nd were received. The Committee was seeking to find alternatives that were cheaper than the Conway Recreational program.

Marnie Cobbs had submitted an estimate of $750 for binding of the Town Reports.

The Department of Environmental Services proposals for new legislation on stream crossing rules has run into opposition from municipal officials and the Department of Transportation because of increased costs.

Jason Call has recommended that the land use change tax on the Weegar property be set at $1,500. The Selectmen agreed and signed a land use tax form for the tax collector.

Bartlett Planning Board will be holding a Public Hearing on April 5th for a new cell tower.

Zoning Practice from the American Planning Association discussed urban agriculture.

The approved Carroll County Budget was received.

Articles of Agreement for the Mid Pines Foundation formed to maintain and extend educational camping experiences for children and adults in association with Camp Waukeela were received from Peter Imse of Sulloway and Hollis, attorneys out of Concord.

Signature item was the Report of Appropriations Actually Voted (MS-2) for the Department of Revenue Administration.

Carol Mayhofer signed checks.
