BOARD OF SELECTMEN

June 1, 2010

The regular meeting of the Board of Selectmen took place on Tuesday, June 1, 2010 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7 p.m.

The Board of Selectmen reviewed checks and signed the accounts payable manifest for $7,150.76 for 15 items. The payroll manifest was also signed.

The minutes for the meeting of May 18th were accepted as amended.

Rick Young said the Emergency Management Operations Committee had met on May 24th There had been a full attendance. The Committee had discussed emergency support functions in eight of those areas previously identified as components of the plan. The remainder will be addressed at the next meeting on June 7th.

Rick Young said the Department of Transportation is requiring "E2" signs for the first Potter Rd bridge and the Roberts Rd bridge as well as "Narrow Bridge" signs for the new bridge on Potter Rd. Elwyn Thurston will be contacted to have them installed.

Royce Alley was into Town Hall in response to the Selectmen’s letter inquiring what he was doing with his property on Rte 153 (U01-044-000). He had been issued a building permit in 2006 to construct a capped foundation but no further plans had ever been submitted. There was concern that the capped foundation was being used as living space without benefit of either a well or septic. Mr. Alley indicated he wanted to file a building permit and was proposing to divide the capped foundation into a garage and living space. However, he was informed this would not meet the minimum 720 square feet living space requirement of the Zoning Ordinance. He was also informed that he needed a septic system approved by the State for operation, a well, an energy certification number, and compliance with Life Safety 101. Mr. Alley said the septic had been installed but never approved by the State for operation, he was making arrangements for a well to be installed and he would modify his plans to meet the 720 square feet requirement for living space. These requirements had to be met before a building permit could be issued. Later in the week, Mr Alley visited Rick Young and had a further discussion about these issues.

Cassie Pallon from Connecticut had written with concerns over trash being dumped on Ridge Rd. Elwyn Thurston had investigated and concluded the problem lay in Conway.

Primex has initiated a new enhancement to the workers compensation program in which doctors and health facilities with experience in work related injuries are available for assistance.

This is the 20th year since the enactment of the American Disabilities Act in 1990 and the New Hampshire Governor’s Commission on Disability was seeking support for the anniversary activities.

Legislative Bulletin #22 deal with the "LGC Amendment" in which oversight for the pooled risk management programs would pass to the Secretary of State. A subsequent announcement indicated the amendment had been adopted to the dismay of the Local Government Center.

The Local Government Center has issued a 2010 update on "Knowing the Territory - A survey of Municipal Law for New Hampshire Local Officials".

The Northern New England Chapter of the American Planning Association is holding their Annual Meeting in Portsmouth on October 7th - 8th.

Copies of the Town Hall Tatler to be distributed with the June tax bills was distributed.

Suzanne Raiche had been asked by the Madison Recreation Committee if she could include Madison children in her Eaton Swim Program. The Selectmen said they had no objection if Suzanne was comfortable with it.

Signature items were the Tax Warrant for the June tax billing and a letter to the State appointing the Board of Selectmen as the Health Officers for the Town.

A copy of the application to the State for Hazard Mitigation funds was distributed. It was the same as last year with requests for funds for mitigation work on Glines Hill and Towle Hill roads.

BOARD OF SELECTMEN

June 15, 2010

The regular meeting of the Board of Selectmen took place on Tuesday, June 15, 2010 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7 p.m.

The Board of Selectmen reviewed checks and signed the accounts payable manifest for $48,342.44 for 17 items. The payroll manifest was also signed.

The minutes for the meeting of June 1st were accepted as amended.

Bobby Haynes filed an application for a building permit for the Portnoy property on Crystal Lake Rd (R04-001-00E) for a garage/ shed and two replacement coops. The chicken coop replacement was moved to meet current setback requirements but the footprint remained the same. The application was reviewed, approved and signed by the Board of Selectmen (Building permit #201003). The fee of $109.60 was paid by check.

Phil Trapasso filed a building permit application to replace and expand a shed on his property in Woodland Acres (r05-019-00C). It was reviewed, approved and signed by the Board of Selectmen (Building permit #20104). The fee of $9.60 was paid by check.

Rick Young reported that the Emergency Management Operations Committee had met on June 7th for the last time and wrapped up the plan. Jane Hubbard had indicated it would be circulated among the Committee members for review next month.

David Brooks met with the Selectmen and discussed building on his property on Hatch Hill Rd. The Selectmen explained the process and the requirements (septic approval, energy code number etc) that needed to be met before a building permit could be issued.

Rick Young said the Recreation Committee had met on June 7th. It was a meeting to which parents had been invited. Three parents showed. The message delivered to them was that funding of the Conway Recreation Program will probably cease since 5 children in the program is now costing over $20,000 per year. Use of the school bus was discussed and inquiries made into what Eaton received in return for picking up Conway students.

Rick Young said he had spoken with Elwyn Thurston. There was a small amount left over from the appropriation for beach sand and it will be used to take down two dead oak trees at the Grove.

Feedback is that the townspeople love the new beach sand.

The Selectmen approved the use of the Town beach for the Waldorf School on Friday, June 18th. Sandy Thoms will be notified.

Rick Young said he had received an email from Kevin Flynn of the Eaton Village Preservation Society about the grills at the beach. Rick Young said the Selectmen’s understanding of a discussion a couple of years ago was that the Eaton Village Preservation Society would order the grills and the Town would pay for them. That understanding was still in place.

Signature item was a letter to the State Department of Transportation indicating that the required signs for the bridges on Roberts Rd and Potter Rd were now in place.

Brad Borden had written stating that he did not think the beach pass allocation difference between resident taxpayers and non resident tax payers with respect to guest passes was fair and reduced non resident taxpayers to second class status. The Selectmen noted the abuses that had happened in the past and why the current policy was adopted.

The Department of Revenue Administration is holding a mini course on current use rules and criteria on June 29th in Piedmont.

Legislative Bulletin #23 noted there will be a special session of the Legislature on June 9th to try and balance the budget.

The Coalition Communities are meeting on June 28th at the Local Government Center in Concord.

The Local Government Center is partnering with Municipal Resources, Inc to offer more on line courses through the LGC Academy.

Details of new Department of Environmental Services administrative rules and compliance inspection reports and the State Beach Program were distributed.

HB 1448 which relates to audit requirements for small municipalities and was recently approved by the Legislature was discussed.

June 24, 2010

A special meeting of the Board of Selectmen took place on Thursday, June 24, 2010 at the Evans Memorial Building. Present were Rick Young, and Don Philbrick. The meeting was called to order at 2 p.m.

The Board of Selectmen reviewed checks and signed the accounts payable manifest for $40,910.70 for 3 items. The payroll manifest was also signed.

John and Susan Nelson had filed a building permit application for a garage for their property on Lary Rd (R06-025-000). It was reviewed, approved and signed by the Board of Selectmen (Building permit #201005). The fee of $30 was paid by check.

Heather McKendry filed a building permit application to construct a deck on her property on Brownfield Rd (U02-015-000). It was reviewed, approved and signed by the Board of Selectmen (Building permit #201006). The fee of $17.60 was paid by check.

Nicholas and Patricia Abramo filed a building permit application for a renovation and addition to their property on Lary Rd (R06-022-000). It was reviewed, approved and signed by the Board of Selectmen (Building permit #201007). The fee of $24.00 was paid by check.

Signature item was an "Intent to Cut" permit application for Joanne Spilman Kilduff for a timber cut on her property on Hatch Hill Rd (R11-008-000).
