The regular meeting of the Board of Selectmen took place on Tuesday, June 2, 2009 at the Evans Memorial Building. Present was Rick Young. There being no quorum, there was no meeting.

Jane Gray discussed with Rick Young a new location for storing the School bus. Rick Young will speak with Elwyn Thurston about storing it at the Highway Garage.

Suzanne Raiche and Jeanne Hartman were in attendance.

We all went home at 9:00 p.m.

BOARD OF SELECTMEN

June 9, 2009

The regular meeting of the Board of Selectmen took place on Tuesday, June 9th, 2009 at the Evans Memorial Building. Present were Rick Young and Aaron Blake. The meeting was called to order at 7:00 p.m.

The Selectmen reviewed checks and signed the accounts payable manifest for $286,612.57 for 15 items as well as the payroll manifest.

Sandy Thoms met with the Selectmen. She said that she would be working with Debra Callis and Alex Norden at the beach this summer. She picked up guest passes and beach stickers. A listing of property owners will be available at the end of the week.

The minutes for the meetings of May 26th and June 2nd were accepted as distributed.

Rick Young said the Selectmen should meet some time with Phil Steel (Camp Waukeela) and hear about the difficulties of getting financing when the a town does not belong to the Flood Insurance program.

Elwyn Thurston has agreed that the School bus can be kept at the Garage by the pole barn. There is already light and power. He will get estimates for putting another bay onto the pole barn.

Rick Young said he had started on the Dredge and Fill Permit application for adding more sand at the Beach. The area to be covered is 200' x 45' and will require about 180 cyds of beach sand.

Rick Young said he had spoken with Elwyn Thurston about the stones from the Potter Rd bridge. They are now at the Garage and will be used to stabilize the banking on the access road to the Snowville Cemetery. The Highway crew will do the work.

Elwyn Thurston will speak with Liza Snyder about the signs she would like to see at the end of Youngs Road.

Rick Young said the Conservation Commission had met the previous evening. They are moving forward on the appraisal of the McKenzie property on Foss Mt. and it should be completed this month. Seven scholarships have been awarded for students to go to the Tin Mountain Conservation Center Summer Camps. The Bank of America has indicated that the Henney Fund assets have been reduced by 42% due to the financial downturn. The Conservation Commission authorized payment of $375 to Dan Stepanauskas for work on water bars. The loon nesting platform has been installed on Crystal Lake.

The Conservation Commission has requested a 40 day extension to the Dredge and Fill Permit application from the New Hampshire Fish & Game Department for the boat launch facility they are proposing to construct on Purity Lake. They are also requesting that the archaeological survey be completed.

The Conservation Commission has scheduled a field day for July 13th to look at the condition of the new bridges and the blueberries on Foss.

The state of the encumbered funds for mowing on Foss Mt. will be researched.

The Legislative Bulletin #22 reported that there will be a committee of conference to hammer out differences between the Senate and House budgets.

BOARD OF SELECTMEN

June 16, 2009

The regular meeting of the Board of Selectmen took place on Tuesday, June 16th, 2009 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7:00 p.m.

The minutes for the meeting of June 9th were accepted as amended..

Rick Young said he was working on the Dredge and Fill Permit application for new sand for the Town Beach. He said there were 14 pages of instructions for a two page application. The natural heritage number was obtained today. There are no rare or endangered species in the area.

There was a truck fire down on Potter Rd and the Sheriff’s Department has been contacted for information on the vehicle owner to bill for clean up.

The State will be contacted for an update on reimbursement for the 2007 flood damage. Julia Chase will also be - pursued - for an update on the Hazard Mitigation proposal.

Holly Foster had written on behalf of the Maine Bicycle Coalition seeking permission to set up a portable toilet at the Town Beach for July 11th and 12th. The Selectmen felt that would interfere with the expected heavy use of the Beach at the weekend. They said they had no objection to a portable toilet be put in the parking lot at the Town Hall provided it was installed no sooner than July 10th and removed on July 13th. It was not clear from the letter how many riders there would be.

Nancy Burns met with the Selectmen. She inquired about the ownership of the triangular piece of land at the junction of Brownfield Rd and Drew Hill Rd. Rick Young said it belongs to the Town. It is mowed once a year by Fred Goss. Nancy Burns said she would like to get rid of the poison ivy and would like to beautify the area next year.

Suzanne Tolleson presented a check for registering her land in current use.

Legislative Bulletin #24 reviewed the progress on the State budget.

The Department of Transportation will be reimbursing the Town $95,353.33 for their share of design and engineering costs incurred to date for the Potter Rd Bridge.

The premium for the renewal for the property liability insurance coverage from the Local Government Center is $4,752.84.

A newsletter from SPACE (Statewide Program of Action to Conserve our Environment) discussed the recreational discount for current use land.

BOARD OF SELECTMEN

June 23, 2009

The regular meeting of the Board of Selectmen took place on Tuesday, June 23rd, 2009 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7:00 p.m.

The Selectmen reviewed bills and signed the accounts payable manifest for $28,547.22 for 25 items. The Selectmen also signed the payroll manifest.

The minutes for the meeting of June 16th were accepted as amended.

The Selectmen approved the use of the Beach on August 23rd for a Memorial Service for Pat Blymyer.

Rick Young said he had been in contact with the Department of Environmental Services about the cost of a permit for putting down new sand at the Beach.

Rick Young said the copper dams are in at the Potter Rd bridge. Stewart Heath was coopted to put some rotten rock down on the Willis Bean Rd to accommodate the Koch’s complaint in Porter about the condition of the road following the trucking of the timber cut on Town land.

A recent timber cut was discussed in terms of whether a field was being created.

Randy Cooper inquired if a building permit was needed to demolish the cabins on the Green (formerly Burri) property. Rick Young said a permit was required to ensure the property assessment cards would be updated.

Rick Young said he had spoken with Robbin Rancourt about a pending timber cut on Diana Simonds’s land off the Willis Bean Rd. Robbin Rancourt had already spoken with an abutter, David Lovequist about what was being proposed. Willis Bean Rd is a Class VI road and Rick Young said he was satisfied in terms of what they had to do to the road in order truck the timber out.

The transfer of $95,353.53 to the Town from the New Hampshire Department of Transportation for engineering of the Potter Rd bridge has occurred.

Joan Kojola had some questions about the audit.

Letters of Interest for the Transportation Enhancement Program are due in Concord at the New Hampshire Department of Transportation by July 2nd.

BOARD OF SELECTMEN

June 30, 2009

The regular meeting of the Board of Selectmen took place on Tuesday, June 30th, 2009 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7:00 p.m.

The minutes for the meeting of June 23rd were accepted as read.

The Board of Selectmen reviewed, approved and signed ‘Intent to Cut’ permit applications from Moira Simonds and Virginia Simonds Wienke for timber cuts on Paul Hill Rd.

A letter will be sent to the new owner of the Burri property requesting that a permit application be submitted to demolish the cabins in order to ensure that the assessors adjust the property assessment information.

Bud Nelson had a question about the names on the properties he owns. The Selectmen noted that they cannot make any changes unless there is documentation to support the change.

Heather McKendry filed a building permit application for a new home on Brownfield Rd (U02-015-000). It was reviewed, approved and signed by the Board of Selectmen (Building Permit #2904). The fee of $149.20 was paid by check.

Rick Young said that he had had numerous exchanges with officials at the Department of Environmental Services about the fee for putting new sand down at the Beach. The cost will be $2,000. The Selectmen voted unanimously to take the money out of the Recreation budget, file for the permit this year and appropriate money for the beach sand next year. The Selectmen were of the opinion that the cost of the permit was absurd.

The School District wants paying at the beginning of the month instead of at the end and is threatening interest charges.

The Selectmen voted unanimously to deny the Reibling request for a tax abatement. No supporting data was provided and the Selectmen did not agree with the assertion that the Planning Board’s decision to deny a boundary line adjustment compromised the residential potential of the lot.

A notice to proceed with a timber cut was received from the Department of

Environmental Services for Diana Simonds (R07-012-000).

E.Coli levels at three sampling areas by the Beach were 22, 2 and 2 cts/100ml respectively.

The Department of Transportation has issued a driveway permit for Heather McKendry on the Brownfield Rd.

Primex has published a timetable of workshops they are hosting through the end of the year.

The deadline for submission of a letter of intent for the 2010 Hazard Mitigation Program is August 3rd.

The Department of Transportation has sent a driveway permit application from Walter Jenkins for review by the Planning Board.

Communication from Holly Foster on behalf of the Maine Bike Ride indicated they will not be using the Town Hall parking area for a portable toilet on July 11th and 12th.
