TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING BOARD OF SELECTMEN
January 6, 2010 The Board of Selectmen met on Tuesday, December 2, 2009 at the Evans Memorial Building to discuss the Hazard Mitigation Plan. Present were Rick Young, Larry Nash, Paul Hennigan, Jane Gray, Elwyn Thurston, and Fred Goss. Also present were Jane Hubbard of Hubbard Consulting and Bonnie Lockwood of McGrew Management Services who are facilitating the plan. The meeting was called to order at 10:10 a.m. Sheets listing the projects identified at the last meeting were distributed. Responsibility and oversight for each project was identified and agreed upon along with a suggested time frame and funding source. Each participant then privately selected half of the projects as a priority, the results tabulated and high, medium and low priorities identified. The results gave a high priority to radios for the Highway Department, portable radios for the EMD and EOC, stabilizing roads and upgrading culverts with each scoring 6 votes, a generator for Town Hall and identifying Town Hall as a communications and disaster center each received 5 votes. Construction of a salt shed and a RC & D study to identify water sources for fire suppression each scored 3 votes. Digitizing historical documents received I vote and additional road signage and reviewing subdivision regulations did not receive any votes. The results will be summarized in the Hazard Mitigation Plan report. Rick Young asked if the existing group would be available to work on the Emergency Operations. All present agreed to do so. Maudsley TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING BOARD OF SELECTMEN January 12, 2010 The regular meeting of the Board of Selectmen took place on Tuesday, January 12, 2010 at the Evans Memorial Building. Present were Rick Young, and Aaron Blake. The meeting was called to order at 7:00 p.m. The minutes for the meeting of January 5th were accepted as amended. The minutes for the meeting of January 6th were accepted as distributed. Rick Young reviewed the Hazard Mitigation Plan meeting last week. He said Jane Hubbard will be drafting the written plan and submitting it to the State and then to the Federal Government (FEMA) for review. She had indicated that once the plan has been submitted to the State, the Town can apply for mitigation funds. The group had agreed to continue to meet and to do the Operations Plan and Jane Hubbard had agreed to facilitate it. Four meetings will be involved but no start date has been set. Rick Young said that there had been a meeting with Rene Pelletier of the New Hampshire Department of Environmental Services. Dick Fortin and Paul Savchick had also attended. The Town’s frustration of dealing with the State over the beach sand issue had been unequivocally conveyed. Discussion had generated a number of suggestions on how to facilitate the process. The Waukeela wash out problems had also been discussed. Jane Gray had indicated that SAU 9 had agreed to send out a quarterly email reminder for when the School bills are to be paid. A donation of $170 has been made to the Land Acquisition fund. Rick Young said the Conservation Commission had met the previous evening and discussed the purchase of the McKenzie properties by the Upper Saco Valley Land Trust. The Capital Reserve Fund for Land Acquisition appointed the Board of Selectmen as agents to expend. The Selectmen will hold a public meeting on February 9th to discuss the proposal to contribute $50,000 to the purchase of the properties. An issue not covered by the Conservation Commission meeting was whether the Town could contribute to a private enterprise. The statutes will be reviewed for clarification. Conway has submitted their budget numbers for 2010 for recreation ($20,335) and solid waste ($69,422). This compares with $17,994 and $58,773 respectively for last year. The Selectmen noted that the recreation continues to increase by a percentage each year well in excess of the inflationary rate and agreed to send a letter of protest to the Town of Conway with their concerns. The New Hampshire Department of Health & Human Services issued a statement recognizing National Influenza Immunization Week January 10 - 16 to highlight the importance of getting vaccination against seasonal flu and this year the H1N1 pandemic flu. The Coalition Communities is soliciting contributions for their ongoing battle over donor communities for the School education tax. They noted that the Legislature used $160 million in stimulus money to plug a hole caused by the increased cost of the new education funding formula. If the stimulus ends in FY 2012 as anticipated and the financial hole is filled by increased contributions from donor communities then Eaton’s "donation" could increase to $84,133. Rick Young noted that Eaton’s original contribution to the Coalition Communities of $1,000 had been money well spent and he recommended the Town do it again. Aaron Blake agreed. Karen Brisbois had written indicating she will be retiring as Supervisor of the Checklist and will not be seeking reelection on March 9th. Xerox is renewing the maintenance contract for the copier (model # 5820). The end of year statement for all the Trust funds was distributed. Copies of the Emergency Management Operations Plan (EMPG) were distributed. Legislative Bulletin #3 from the Local Government Center was received. Issues before the Legislature include terms for appointed officials, right to know law issues, and assessing income property. The Current Use Board is proposing forest land assessment ranges that continue the gradual implementation of the new formula adopted in 2009. The Local Government Center is also looking for new ideas for the 2011 - 2012 Legislative session. A petition with the requisite number of signatures was received for the Gibson Center. The petition requests an appropriation of $759 at the Annual Meeting on March 9th - the same as last year. The Annual report of the North Country Council was received. Maudsley TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING BOARD OF SELECTMEN January 19, 2010 The regular meeting of the Board of Selectmen took place on Tuesday, January 19, 2010 at the Evans Memorial Building. Present were Rick Young, and Aaron Blake. The meeting was called to order at 7:00 p.m. The Board of Selectmen reviewed checks and signed the accounts payable manifest for $16.274.67 for 21 items. The payroll manifest was also signed. The minutes for the meeting of January 12th were accepted as amended. Paul Hennigan inquired on how the meeting with the Department of Environmental Services about the beach sand had gone. Rick Young said they had got the message. Rick Young said he had sent everyone copies of the Upper Saco Valley Land Trust conservation easement deed. The issue over municipal donations to a private organization has been covered in RSA 36-A:4-a that became effective in January of last year. These optional powers require a town meeting vote to be effective. They authorize the Conservation Commission to expend funds for conservation purposes for contributions to "qualified organizations" as defined by the IRS. The Town has never adopted these provisions and therefore the Conservation Commission cannot make such a contribution from the conservation fund. Expenditures from the conservation fund, however, can be expended without a town vote. The Selectmen are not in support of RSA 41:14A which would permit the Board of Selectmen to purchase land and buildings without a Town Meeting. They prefer the historic procedure in Eaton of having such decisions made by a vote at the Annual Meeting. The Selectmen agreed to put the issue of a contribution to the Upper Saco Valley Land Trust purchase of the McKenzie properties on the Town warrant and subject to a condition that the Town acquire title or an interest in the property. It was also noted that the Capital Reserve Land Acquisition Fund established in 2002 is not the same as the Conservation Fund and that the vote in 2002 was to put 50% of the land use change tax into the Conservation Fund and not into the Land Acquisition Fund as previously supposed. A survey map showing the location of the monumented grave sites in the Snowville Cemetery was received from Thorne Surveys. The ePLT news letter from the Local Government Center dealt with insurance coverage of municipal vehicles being used for private purposes. The US Department of Transportation has issued a comprehensive update to the Manual for Uniform Traffic Control Devices (MUTCD). It contains new requirements ranging from changes in highway signs to the color of high visibility garments worn by road workers. The Mount Washington Housing Coalition is holding a forum on January 25th in Chocorua entitled "Where will our future fireman and teachers live?" The Department of Health & Human Services is carrying out a statewide point-in-time survey of the homeless on January 27. The New Hampshire Local Welfare Administrator’s Association is partnering with Business Data Solutions for a new computer service for tracking welfare assistance. Legislative bulletin #4 was received. The budget expenditures for 2009 were reviewed and a budget for 2010 drawn up. It is up about $36,000 from last year. Carol Mayhofer signed checks. Maudsley TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING BOARD OF SELECTMEN January 26, 2010 The regular meeting of the Board of Selectmen took place on Tuesday, January 26, 2010 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7:00 p.m. The minutes for the meeting of January 19th were accepted as amended. Rick Young said there is a Public Hearing on February 9th to discuss the acquisition of the McKenzie properties on Foss Mt. Tom Henderson of the Upper Saco Valley Land Trust will be there. Dick Fortin was putting together information on how much money has been generated by Town lands. Tim Boyce said the Town should stop running water onto his property. Rick Young said the Town will look at it in the spring but not noted that if it was an old storm water run off then the Town had acquired a drainage easement right to it and it would not be moved. He noted there were many such lead off ditches in various parts of Town. Tim Boyce also inquired about cutting trees. The Selectmen said that above 20 cords for personal use an "Intent to Cut" permit was required. Legislative bulletin #5 received. It dealt with special meetings, damage apportionment, broadband bonding by municipalities, and assessing accuracy. The Coalition Communities noted that Governor Lynch in his State of the State address had said that "we must not return to the divisive system of donor towns" but had not indicated how that would be done. The US Census Bureau was requiring a sign off on no change to the Town boundary lines. The Eastern Slope Airport Authority is requesting an appropriation of $300 at the Town Meeting. The Town of Conway had sent information on a Public Hearing on changes to the Solid Waste Ordinance on February 9th at 5:15 p.m. The Department of Environmental Services is seeking input on the redesign of its website. The budget was reviewed and edited. The detailed payment of statements was reviewed. A draft of the warrant for the Annual Meeting was reviewed and revised.
