BOARD OF SELECTMEN
April 6, 2010 The regular meeting of the Board of Selectmen took place on Tuesday, April 6th, 2010 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7 p.m. The minutes for the meeting of March 30th were accepted as distributed. Matthew Weegar filed a building permit application for a new house on property located on the Snowville Rd (R10-001-000). The application was reviewed, approved and signed by the Board of Selectmen conditional upon receipt of the fee of $190.04 (Building permit #201001). The Coalition Communities drew attention to Senate Bill 465, scheduled for a hearing next week on extending the educational funding transition period to July 2012 and establish a committee to study whether the formula is sustainable. The Carroll County Commissioners are holding a groundbreaking ceremony for the new Mountain View Nursing Home on April 13th. Legislative Bulletin #15 discussed concerns over a proposed electioneering bill (HB1579), the pole tax exemption for telecommunications companies and the problems raised by the Department of Environmental Services with their proposed stream crossing rules. Carroll County United has issued a schedule of upcoming meetings. The Division of Parks and Recreation from the New Hampshire Department of Resources and Economic Development noted that the Town’s inspections of lands acquired under the Land and Water Conservation Fund (LWCF) were past due and had included self inspection information and forms. The properties include Foss Mt and the Shepherds River. The information and forms will be forwarded to the Conservation Commission. Signature item was the annual dwelling unit response form for the Office of Energy and Planning. There were two new housing units in 2009. Executive Councilor Ray Burton had sent his annual contact information. Copies of the stream crossing rules being proposed by the Department of Environmental Services were distributed since they would impact municipalities. Provisional estimates for the 2010 tax rate were distributed. The North Country Council has issued a memorandum on developments of potential regional impact and will be holding a meeting in Jackson on May 20th to discuss a proposal to establish a regional set of standards that make sense in the North Country. The American Diabetes Association TourdeCure, which runs from Biddeford, Maine to Attitash, will pass through Eaton on July 10th. Signature item was the 2009 Equalization Municipal Assessment Data Sheets Certificate. Ranger Bob Boyd had been into Town Hall checking on whether there were any problems with "Intent to Cut" permits. There were none. Suzanne Raiche and Jeanne Hartman were in attendance. Maudsley TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING BOARD OF SELECTMEN April 13, 2010 The regular meeting of the Board of Selectmen took place on Tuesday, April 13th, 2010 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7 p.m. The Board of Selectmen reviewed checks and signed the accounts payable manifest for $42,580.31 for 16 items. The payroll manifest was also signed. The minutes for the meeting of April 6th were accepted as distributed. Rick Young reported on the Conservation Commission meeting They have $12,855.87 in hand. Dick Fortin had met with Dan Stepanauskas about the tree cutting on Town lands. The Conservation Commission expects to have a timber sale about once every three years and will need to watch their spending. In recent years, they have invested quite heavily in Town lands. The Conservation Commission is proposing 2 or 3 volunteer days beginning in late April to do some clean up and maintenance work on Town lands. The general shortage of volunteers for municipal boards was discussed. An appeal for help will be made in the next Tatler. Aaron Blake said the flag outside the Town Hall needed replacing. Cliff Cabral had called about the spring clean up. Rick Young will email him. Larry Nash will be called about securing the insulation appearing from underneath the vinyl siding at Town Hall. Carol Mayhofer signed checks. Legislative Bulletin #16 discussed the fuzzy math being used to address the State’s financial challenge and attempts being made to have the Department of Environmental Services rethink the stream crossing rules. The Local Government Center also provided a lengthy analysis of the pole tax exemption issue. The Department of Revenue Administration said there were too few sales to do a time trend analysis of property values in the Town. NHPDIP (New Hampshire Public Deposit Investment Pool) had sent checks in accord with SAU 9's request for withdrawals from the Special Education Fund and the Tuition Fund. Jane Hubbard has been contacted about setting up meetings for the Emergency Operations Plan. Suzanne Raiche and Jeanne Hartman were in attendance. Maudsley TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING BOARD OF SELECTMEN April 20, 2010 The regular meeting of the Board of Selectmen took place on Tuesday, April 20th, 2010 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7 p.m. Thomas Purcell met with the Board of Selectmen and requested a letter indicating that the Snowvillage Inn was in conformity with the zoning regulations of the Town and there no known violations. He is in the process of purchasing the Inn and needed a letter for the closing. The Selectmen obliged with such a letter. The Selectmen reviewed, approved and signed a letter to the New Hampshire Department of Transportation complaining about the condition of Rte 153 from Eaton to Conway. Fred Goss picked up the letter and will deliver it to State Representative Gene Chandler who will make sure it goes to the right people in the Department. Cliff Cabral needs somewhere to dump the debris from the Snowville Cemetery when he does the spring clean up. Rick Young noted there are two options: the Town pit and the Conway Transfer Station. Either one will involve transportation and time costs. The choice will be left to Cliff Cabral. Larry Nash will be in tomorrow morning to look at the insulation/siding problem on the front of Town Hall. Rick Young said the Recreation Committee will be meeting next Monday and a number of liability issues have been raised. Some of them will be referred to the Local Government Center to determine what is covered by the Town’s existing policy. The Selectmen reviewed, revised and signed a letter to Royce and Diane Alley inquiring about the status of their building project. Suzanne Raiche and Jeanne Hartman joined the meeting to discuss hours of operation and Selectmen’s meeting dates. The lack of business on a Tuesday evening at both ends of Town Hall has been evident for some time. The Selectmen were proposing to meet less frequently. Jeanne Hartman had reviewed the options and recommended that the Selectmen meet and the Town Clerk/Tax Collector office be open on the first and third Tuesday of the month. This would accommodate for the holiday Mondays when the Town Clerk/Tax Collector office is closed and ensure that it is open at least one day a week. It was also noted that most Town Clerk/Tax Collector offices are not normally open in the evenings. The new schedule could still accommodate accounts payable manifests, and payroll would continue to be biweekly. The Selectmen also noted that extra meetings can be called at 24 hours notice if any urgent situations arise. After further discussion, Don Philbrick made a motion, seconded by Aaron Blake, to hold Selectmen’s meetings on the first and third Tuesday in the month. The motion carried unanimously. Suzanne Raiche and Jeanne Hartman said they would also be open at these times. A schedule of the relevant dates will be drawn up for next week for review. Legislative Bulletin #17 questioned the Governor’s numbers on the amount of state aid to municipalities. The LGC maintained that 80% of the so-called State aid was adequate education aid which was a constitutionally mandated obligation. The pole tax exemption is nearing a vote. Attempts to have the Department of Environmental Services withdraw and rethink its proposed stream crossing rules were being vigorously contested by the Department. Received from the North Country Council were two reports: The North Country Council Regional Transportation Plan and the Coordinated Public Transit and Human Services Plan for New Hampshire’s North Country. The "Road Business" newsletter from UNH discussed using glass aggregate for road construction purposes, safety edge (an asphalt paving technique for the interface between road pavement and the road shoulder) and strategies for pothole prevention and repair. "Zoning Practice" from the American Planning Association dealt with solar design. Communications from Jane Hubbard resulted in Thursday, May 6th at 10:00 a.m. being set as the start date for the Emergency Operations Plan. Members who have agreed to serve on the Committee will be notified. The Second Annual Local Energy Solutions conference will be on June 19th in Concord. American Appraisal have been hired by the Local Government Center to perform update appraisals on municipal buildings and will be in Town the week of May 3rd. Maudsley TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING BOARD OF SELECTMEN April 27, 2010 The regular meeting of the Board of Selectmen took place on Tuesday, April 27th, 2010 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7 p.m. The Board of Selectmen reviewed checks and signed the accounts payable manifest for $5,936.85 for 13 items. The payroll manifest was also signed. The minutes for the meeting of April 20th were accepted as distributed. Rick Young said he had spoken with Fred Goss who had been garnering support from other officials and towns for improvements to Rte 153. The Recreation Committee met last night. Rick Young said they had a good meeting. They formulated a mission statement. They are concentrating on grades 3 through 6. There are seven children eligible in that age group in Eaton. Issues identified as of concern include liability and insurance coverage and how to implement any program devised. The expectation is that a report will be completed by October 15th with a public meeting at that time. The Selectmen discussed how to handle any changes that may result in the Town’s budgetary relationship with Conway in 2011. The issue of whether individual children could independently participate in the Conway program was discussed and will be referred to the Committee. It was also noted that the number of Albany children in grades 3 through 6 was 23 compared with 7 in Eaton. Despite the difference on numbers, Albany pays only marginally more ($ 20,583) than Eaton ($20,335). Tracy and Andrew Carter inquired about having livestock, such as chickens, on their property. Rick Young said the Town did not have any ordinances preventing or limiting such activities. Rick Young said he had emailed Cliff Cabral and given him the two options of the Town pit or the Conway Transfer Station for dumping the debris collected from the Snowville Cemetery. Rick Young inquired about the status of the yield taxes. The reports are still coming in. Aaron Blake said the Planning Board had two visitors to the hearing on the Master Plan. The quality of life and roads sections had been discussed. He said a question had been raised on whether the light at the Beach could be shielded better. The Selectmen noted the light had been there a long time and one of its purposes was to discourage vandalism. Another question had been raised on whether there would be any an interest in a historical society, The need for the availability of high speed internet to all residents in Town was again discussed. The Lockshop will be called about problems opening the lower door to Town Hall. Aaron Blake said the speed limits signs on his road need to be put back. Elwyn Thurston will be contacted. The schedule of meetings for the Board of Selectmen for the rest of the year was reviewed and approved. Beginning in May, the Selectmen will be meeting on the first and third Tuesday in the month. The Office of the Town Clerk/ Tax Collector will be open at the same time. The Selectmen also noted that meetings can be called at 24 hours notice and that they would be available to meet with those who were unable to make the scheduled meetings. The Department of Transportation has indicated that the earliest time for Bridge Aid funds for the Roberts Rd bridge is 2019. However, they do allow the consultant selection process and the design phase to proceed. Rick Young will contact Matt Low at Hoyle, Tanner and Associates on how best to move forward. Legislative Bulletin #18 noted that the New Hampshire House had killed the pole tax exemption; there may be more cuts forthcoming in State aid to municipalities because of the lack of revenue options for the State and discussion on the Department of Environmental Services proposed stream crossing rules continues. Members of the Emergency Operations Plan Committee have been notified about the meeting on May 6th at 10:00 a.m. The Coalition Communities noted that Eaton will lose $53,745 as of July 1, 2011 unless the Legislature extends the current education funding transition formula. The New Hampshire Department of Transportation has issued a permit (with conditions) for the triathlon sponsored by Tri Tek and the Purity Springs Resort. The event is scheduled for July 13th. The permit does not allow banners over the roadway and the traffic is not be held up more than 10 minutes at a time. PSNH has issued guidelines and posters to raise awareness about the right trees to plant in the vicinity of power lines. The Primex Annual Meeting is on May 12th and 13th at Bretton Woods.
